
Michael D. Stall, MSCE, PE
Mr. Stall is founder and President of Managed Response, Inc. (MRI). He has over 34 years of construction and engineering experience with over 20 years in disaster recovery engineering and reconstruction management. He has evaluated damaged buildings to determine causation and cost of recovery for fires, floods, windstorms, earthquakes, design defects and construction defects. Mr. Stall has worked as a consulting and testifying expert for attorneys, and as an Appraisal Umpire for the insurance appraisal process for Hurricane Ike losses in Galveston, Texas.
Mr. Stall’s 24 years of experience as a Texas Professional Engineer has been applied to various types of facilities including airports, commercial buildings, manufacturing and chemical plants, multi-family buildings, food processing plants and hotel resort properties. He ensures that all buildings meet life safety and code requirements.
MRI has been retained by national clients including Republic Industries, Alamo and National Car Rental, the Marmon Group, Mercury Air Group, Value Place Hotels and United Airlines. These and many other companies have used MRI to develop disaster recovery plans, evaluate damage, develop repair cost estimates and to re-design, rebuild and repair facilities throughout the country. MRI is a licensed engineering firm that provides emergency stabilization analysis, shoring design, remediation control, re-design and reconstruction.

Eugene F. Monaco
Mr. Monaco began his work with MRI in 1994 evaluating damage and estimating repair costs for commercial buildings effected by the Northridge Earthquake and resulting fires in Los Angeles. After that assignment, he spent several months on St. Thomas, USVI evaluating damage to several resort hotels and condominiums caused by a Category 2 hurricane. Mr. Monaco developed detailed scopes of repair with engineering analysis. In addition he solicited repair proposals and developed cost estimates for settlement of the insurance claims.
Mr. Monaco is currently managing the damage assessment and repair design for a six story condominium in Houston that suffered extensive exterior brick facade damage due to design and construction errors. He has quantified the damage on an engineering basis, solicited subcontractor proposals and developed strategies for settlement of the design defect insurance claim. Mr. Monaco also has extensive experience managing large design-build construction projects for municipalities in which he has had complete responsibility from cost estimating to completion.
